A little below average is a poor man's version of eagle eye! This should have been better

Fair - Echelon Conspiracy (2009) 105 min. This is a complete rip-off of last year’s Eagle Eye (2008) starring the much more capable and likeable Shia LeBeouf. In both films, a computer tries to take over mankind. The main problem with this film is that it’s not terribly exciting; the car chases are mild and the actors selected to play the key roles are completely miscast specifically Shane West of ER and Edward Burns who you probably last saw in 27 Dresses (2008). The only redemption for this film is Tamara Feldman who with incredibly good looks partakes in an exciting fight scene in the close proximity of an apartment bathroom; which incidentally is another rip-off of a Bourne Identity scene.

Joseph's got this right: This IS an amateurish rip-off of EAGLE EYE, and not worthy of star, Ed Burns' usually underplayed talents and style, and co-star Martin Sheen's unquestionable energy and substance.
This Russian money-backed adventure-thriller is less all-that when you consider it's very formula-like in both presentation and content. The stars in it appear almost embarrassed at the goings-on, and seem like they can't wait for the movie to end so they can just take their money and run... anywhere... far away from the inept story-line, that actually might have had promise, had it been in the hands of someone who know what to do with both, such a convoluted plot, and stellar cast.
